The announcement of 2030 vision addressed to emphasis about new national trends. The concept of Balancing Development is relatively new term. It appeared in the first place to face barrier involved with economics of industry and development in the developing countries. Theoretically, it impossible to achieve development in developing countries through competing international powers in the base of export and industry. This is because of an increase of production in one good, creates an increase in all goods that leads to expand new industrialized and non- industrialized projects to meet the final consuming demand.
Consequently, balancing development plan should stand for directing and reallocating investment toward different activities with the condition of facilities completion to face demand's need based on 2030 vision. In addition, this plan should cover all economics activities to enhance production abilities, increasing national income and improving purchasing power for final goods and services in the end. It is huge project, designed to reach self-sufficient level without focusing on a certain sector, place or production to diversify productions in the national economy level.
